Emmanuel Outreach Center: Bearing Witness, Bringing Comfort

As the wind rolls in off the lake and the days shrink to bare light, winter in upstate New York does not politely knock. It slams the door open. It whistles through cracks, bites at fingertips, and finds every unguarded inch of skin. For our neighbors who are unhoused, winter is not a passing inconvenience — it is a season of survival.

The Reality of Being Unhoused in Winter

To live unhoused in Wayne County is to watch the thermometer sink while knowing there is no furnace waiting, no warm bed at dusk. The cold creeps through thin coats, socks stiffen with frost, and the smallest gust can drive breath deep into aching lungs. Winter’s hardships compound with food insecurity — empty stomachs magnify the cold, and the cold deepens the ache of hunger.

Contrary to assumptions, homelessness is rarely a matter of choice — nor is it a concern that plagues only urban centers. It is present in every community, often finding its root in job loss, medical emergencies, mental health struggles, domestic violence, and systemic shortages of affordable housing. Illness without insurance can topple a family. One lost paycheck can push someone from stable living to sleeping in a car.

Local Statistics, Local Crisis

In 2023, Wayne County recorded over 150 individuals experiencing homelessness at some point during the year, with Newark hosting a significant share. Many remain unseen — couch-surfing, sleeping in cars, or staying in temporary shelters. Our county has few emergency lodging options , leaving many with nowhere to go when shelter is most needed.

Comfort Care Backpack Program

At Emmanuel Outreach Center, we believe that survival should not strip a person of dignity. Our Comfort Care Backpack Program offers practical relief to those living unhoused. Each bag contains items that help endure cold nights and uncertain days, and each is also a statement: You are seen. You are valued. You matter.

Additional Support

Through partnership with Church World Service , we also distribute weather-resistant wool blankets for added warmth. During severe weather alerts , our Center functions as a warming station , a place where anyone can step out of danger and into a warm, safe environment.

The Invisible Struggle

Homelessness in our community often hides behind closed curtains and quiet side streets. It is the tent in a wooded lot, the car parked overnight behind the grocery store, the person lingering at the library until closing time. Each carries a story that goes unheard.

Wayne County is a place of deep compassion. We have always reached out to one another in times of need. But compassion is not seasonal. Let us keep that fire burning even as the temperature drops.
